The Resort Municipality of Whistler is grateful to be on the shared, unceded territory of the Líl̓wat People, known in their language as Lil̓wat7úl, and the Squamish People, known in their language as Sḵwx̱wú7mesh. We respect and commit to a deep consideration of their history, culture, stewardship and voice.

  • That Council adopt the Regular Council Meeting agenda of January 23, 2024.

  • That Council adopt the Regular Council Meeting minutes of January 9, 2024.

A presentation by J. Hadley, BC Assessment Deputy Assessor, regarding 2024 BC Property Assessments.

A presentation by municipal staff. 

  • That Council award the contract to construct the Transfer Station Vehicle Scale Plaza project to Coastal Mountain Excavations in the amount of $1,013,237.00 (exclusive of GST).

  • That Council authorizes the Resort Municipality of Whistler (RMOW) to enter into a contract with Kristen Robinson Productions (Contractor) for production of the 2024 Whistler Summer Concert Series (WSCS) in the amount of $805,000 (exclusive of GST) in a form substantially similar to the sample producer contract attached as Appendix A to Administrative Report No. 24-007; and

    That Council direct the corporate signatories for the RMOW to execute the WSCS contract with the Contractor.

  • That Council consider giving first, second and third readings to “Building and Plumbing Regulation Amendment Bylaw (Fee Updates) No. 2425, 2024”.

  • That Council consider giving first, second and third readings to “Housing Agreement Bylaw (1475 Mount Fee Road) No. 2422, 2024”.

A presentation by municipal staff. 

  • That Council adopt Council Policy A-7: Community Enrichment Program, as amended and attached as Appendix A to Administrative Report No. 24-010; and

    That Council direct staff to proceed to investigate amending the scholarship program to include scholarships for indigenous students from the Lil’wat Nation, the Squamish Nation and Whistler Waldorf high school graduates for the 2025 graduating class.

  • That Council direct staff to initiate seven day a week daytime staffing at the Spring Creek Fire Hall #3 as soon as is practicable; and

    That Council direct staff to include the associated increases in Whistler Fire Rescue Services operating costs into the next amendment of “Five-Year Financial Plan 2024 - 2028 Bylaw No. 2424, 2024”, to be considered by Council later this year.

  • That Council approve the Resort Municipality of Whistler (RMOW) entering into Fee for Service Funding Agreements for 2024 with:

    • Sea to Sky Invasive Species Council up to the amount of $73,500;
    • Whistler Animals Galore up to the amount of $120,750;
    • Whistler Off-Road Cycling Association up to the amount of $282,450;
    •  Whistler Museum and Archives Society up to the amount of $218,400; and
    • Arts Whistler up to the amount of $577,500;

    subject to each of the above-named recipients agreeing to the terms and conditions of a recipient-specific service agreement between the RMOW and each recipient organization.

  • That Council of the Resort Municipality of Whistler (RMOW) in open meeting assembled, hereby resolves that the RMOW, as shareholder of Whistler Housing Authority Ltd. pass the Shareholder’s Resolutions attached as Appendix A to this Administrative Report No. 24-013, and that the Shareholder’s Resolutions be executed by the corporate signatories on behalf of the RMOW.

  • That Council receive the Regular Meeting minutes of the Advisory Design Panel Committee of July 12, 2023.

  • That Council receive the Regular Meeting minutes of the Governance and Ethics Standing Committee of November 16, 2023.

  • That Council give "Building and Plumbing Regulation Amendment (Fee Update) Bylaw No. 2425, 2024" first, second and third readings.

  • That Council give "Housing Agreement Bylaw (1475 Mount Fee Road) No. 2422, 2024" first, second and third readings.

That Council amend the Acting Mayor schedule to appoint Councillor Jeff Murl as Acting Mayor for the months of March and April 2024, and Councillor Arthur De Jong as Acting Mayor for the months of November and December 2024.

Correspondence from D. Ashton regarding the need to reinstate the Route 32 bus service for the Rainbow neighbourhood.

Correspondence from H. Mehlenbacher regarding the need to reinstate the Route 32 bus service for the Emerald and Rainbow neighbourhoods.

Correspondence from B. Ladner regarding the need for pedestrian infrastructure in the Nesters Shopping Centre area and the Nesters bus stop.

Correspondence from S. Haque regarding the community benefits of establishing and exploring ways to build bridges with the Muslim community.

Correspondence from R. Quak, requesting the Fitzsimmons Covered Bridge be lit blue on April 11, 2024, in support of World Parkinson's Awareness Day.

  • That Council terminate the Regular Council Meeting of January 23, 2024.
