Mayor J. Crompton recognized the Resort Municipality of Whistler is grateful to be on the shared, unceded territory of the Líl̓wat People, known in their language as Lil̓wat7úl, and the Squamish People, known in their language as Sḵwx̱wú7mesh. We respect and commit to a deep consideration of their history, culture, stewardship and voice.

S. Rush, 614-4899 Painted Cliff Road

S. Rush asked where Blackcomb Spring Suites (BSS) Owners Association could submit a bill to the RMOW for bills incurred during the Whistler Transit strike.

Mayor J. Crompton advised the RMOW will not be paying the bills for hotels' costs incurred during the strike.

S. Rush noted BSS had no option but to pay for independent transport for their tourists as the property was zoned tourist accommodation, it was necessary to transport tourists to the amenities in the village. BSS Owners Association would like to know where to submit this bill.

Mayor J. Crompton advised the owners can send a letter to [email protected] in order to reach Mayor and Council or to [email protected] if they would like to submit their letter into the public record. Mayor J. Crompton further noted all the savings from the transit strike were reinvested into the system and Whistler has free transit through the summer. 

S. Anderson, 3377 Panorama Ridge

S. Anderson asked if there has been any studies in Whistler on the incremental cost to build a home now vs. 2010.

General Manager of Resort Experience, J. Gresley-Jones advised there is no a historical comparison. The Green Building Policy is being implemented to reduce , duplication red tape and contains a single checklist. The study S. Anderson quoted, the costs primarily referenced multi-family units and home permitting appeared more expensive for that reason, while single family homes have smaller regulatory expenses.

S. Anderson asked if Mayor and Council considered the extra costs before adopting a more onerous process in the Green Building Policy.

Mayor J. Crompton noted he had similar questions earlier in the day at the Committee of the Whole. Mayor J. Crompton advised the big focus of Green Building Policy is simplification and ensuring it is an efficient process. As there are new homes being built it is hopefully more efficient during the permitting process.  

S. Anderson asked if it's possible to build Meadow Park Sports Centre again in the current permitting environment.

Mayor J. Crompton advised building new is always going to be more expensive.

General Manager of Resort Experience, J. Gresley-Jones noted the RMOW is holding itself to the same standard. General Manager of Resort Experience, J. Gresley-Jones advised municipal buildings would meet the standards as laid out by the Green Building Policy and that the RMOW is currently looking to retrofit MPSC.

Mayor Crompton provided an update on activities happening within the community.

    That Council approve the GranFondo Whistler Special Event Permit for liquor service at Whistler Olympic Plaza with up to 5,500 patrons from 11 am to 4:30 pm on September 10, 2022 consistent with the event description and mitigation measures and the Whistler Fire Rescue Service Stamped Occupant Load Plan Drawing, attached as Appendices A and B to Administrative Report 22-110, subject to Liquor and Cannabis Regulation Branch approval.

    That Council adopt the Big Moves Climate Action Implementation Plan (Big Moves CAIP), attached as Appendix A to this Administrative Report to Council No. 22-114;

    That Council approve replacing the 2016 Community Energy and Climate Action Plan (CECAP) with the 2022 Big Moves CAIP as the guiding organization-wide implementation plan for our climate action Big Moves, Adaptation Goals and related Key Initiatives through to 2030; and further

    That Council approve replacing the quarterly CECAP progress reports with semi-annual update reports on progress towards achieving the targets outlined in the Big Moves CAIP.

    That Council approve the issuance of Development Permit DP001848 (DP001848) for the proposed new private sector housing initiative development located at 2077 Garibaldi Way that is comprised of 14 employee restricted townhomes and 6 market townhomes, as illustrated on the architectural and landscape plans labelled A-0.0, A-0.1, (resident A-2.2, A-2.4, A-2.6, A-2.8, A-3.1, A-3.2, A-3.3 and A-4.1), (market A-2.2, A-2.4, A-2.6, A-2.8, A-3.1, A-3.2, A-3.3, A-4.1), A-5.1, 3D-1, 3D-2, 3D-3, L-1.0, L-1.1, L-1.2, L-1.3, L-1.4, L-1.5, L-2.0 and L-2.1, prepared by Murdoch + Company Ltd. dated July 4, 2022 attached as Appendix A to this Administrative Report 22-115, and civil plans KEY-1, SERV-1, SAN-PUMP, SMP-1, R-1, DET-1 and DET-2 prepared by Creus Engineering dated July 21, 2022 attached as Appendix B to this Administrative Report 22-115, subject to adoption of OCP Amendment Bylaw (2077 Garibaldi Way) No. 2290, 2020 and Zoning Amendment Bylaw (2077 Garibaldi Way) No. 2291, 2020; and

    That Council permit tandem parking for the proposed employee restricted townhomes located at 2077 Garibaldi Way; and

    That Council direct staff to advise the applicant that, prior to issuance of DP001848, the following condition must be completed to the satisfaction of the General Manager of Resort Experience:

    • Provision of landscape security in the amount of $139,545; and further

    That Council require the following items be included as conditions within DP001848:

    1. The applicant is to provide a roof snow shed report by a professional engineer, completed to the satisfaction of the General Manager of Resort Experience, prior to issuance of a building permit for vertical construction; and
    2. Development of the site is to be carried out per the recommendations of the Initial Environmental Review (Cascade Environmental, August 19, 2020); and
    3. All Vaccinium found wild on the property shall be removed; and further
    4. Any tree or vegetation removal that will occur in the bird nesting window (April 1 – September 1) will require a Qualified Environmental Professional or other environmental professional to conduct bird nest surveys prior to any vegetation clearing or removal. Any active nest found must be retained as per s. 34 BC Wildlife Act with an adequate buffer. Special attention should be paid to detecting the presence of two species at risk with potential to occur on the site: band tailed pigeon and common nighthawk.

    That Council adopt the Cannabis Retail Policy G-27 attached as Appendix A to this Administrative Report 22-116;

    That Council receive the public engagement summary on the proposed approach to administer and regulate cannabis retail through Temporary Use Permits in Whistler; and further

    That Council direct staff to bring forward amendments to the following Resort Municipality of Whistler bylaws:

    • Zoning and Parking Bylaw No. 303, 2015;
    • Land Use Procedures and Fees Bylaw No. 2019, 2012;
    • Liquor Licence Application Processing Fee Bylaw No. 2224, 2019;
    • Business Licence and Regulation Bylaw No. 2253, 2019; and
    • Bylaw Enforcement Notice Bylaw No. 2174, 2018;

    for regulation of cannabis retail in Whistler consistent with the framework described in this Administrative Report 22-116.
