9.1

2025 Budget Guidelines Report No. 24-106 File No. 1630-20-2025

A presentation by municipal staff.

• That Council direct the Chief Financial Officer to prepare the “Five-Year Financial Plan 2025-2029 Bylaw” based on these proposed guidelines to:

  1. implement a 9.1 per cent increase to property value taxes in 2025;
  2. implement an 8.0 per cent increase to sewer parcel taxes and user fees in 2025;
  3. implement a 5.0 per cent increase to solid waste parcel taxes and fees in 2025;
  4. implement a 4.0 per cent increase to water parcel taxes and user fees in 2025; and
  5. include the project amounts as described in Appendix A and attached to Administrative Report No. 24-106.

  That Council direct staff to amend the proposed 2025 budget guidelines to implement a 8.1 per cent increase to property value taxes in 2025.

Whistler Pride and Ski Festival 2025 - Temporary Change to Hours of Liquor Service Report No. 24-111 File No. 4320-30-1407

• That Council authorize hours of liquor sales to extend to 4:00 a.m. for the Whistler Pride and Ski Festival Snowball Dance being held at the Whistler Conference Centre on January 25 to 26, 2025.

Parks and Recreation Fees and Charges Amendment Bylaw (PLAY Credits) No. 2460, 2024 and Council Policy I-01: Recreation Assistance Program PLAY (Program and Leisure Assistance for You) Amendment Report No. 24-112 File No. 0340-20-I01/3900-20-2460

• That Council consider giving first, second, and third reading to “Parks and Recreation Fees and Charges Amendment Bylaw (PLAY Credits) No. 2460, 2024”; and

  That Council adopt Council Policy I-01: Recreation Assistance Program PLAY (Program and Leisure Activities for You), as amended and attached as Appendix A to Administrative Report No. 24-112.

CM000188 - The Landing at 2077 Garibaldi Way - Modify Housing Agreement Report No. 24-113 File No. 2450-20-0188

• That Council does not authorize staff to prepare a new housing agreement bylaw to increase the initial maximum sale price for the 14 employee dwelling units located at 2077 Garibaldi Way that would replace the existing housing agreement and covenant registered on the property title as CB120019.

2025 Whistler Summer Concert Series Producer Role - Contract Renewal Report No. 24-114 File No. 8100-20

• That Council authorize the Resort Municipality of Whistler to enter into a contract with Kristen Robinson Productions (Contractor) for production of the 2025 Whistler Summer Concert Series (WSCS) in the amount of $815,000 (exclusive of GST) in a form substantially similar to the sample producer contract attached as Appendix A to Administrative Report No. 24-114; and

  That Council direct the corporate signatories for the RMOW to execute the WSCS contract with the Contractor.

Engagement Phase for the Building and Plumbing Bylaw Modernization Project Report No. 24-115 File No. 3900-20-1617

• That Council endorse the staff recommendation to follow the engagement plan set out in the initial Committee of the Whole Report No. W24-008 on November 5, 2024, and expanded upon as Option 1 in Administrative Report No. 24-115.

Provincial Housing Covenant Modification for Lower Cheakamus, Alpine North and Alta Vista Works Yard Report No. 24-116 File No. 2450-20

• That Council direct the Resort Municipality of Whistler’s authorized signatories to execute a modification to the 2006 provincial housing covenants registered on three parcels of municipally owned lands as BB469393 (Lower Cheakamus), BB474023 (Alpine North), and BB811491 (Alta Vista Works Yard) on the terms attached as Appendices A, B and C to Administrative Report No. 24-116.
