• That Council authorize hours of liquor sales to extend to 4:00 a.m. for the Whistler Pride Snowball Dance being held at the Whistler Conference Centre on Saturday, January 27-28, 2024.

• That Council consider giving first, second and third readings to “Board of Variance Bylaw No. 2412, 2023".

2024 Budget Guidelines Report No. 23-127 File No. 4530

• That Council direct the Chief Financial Officer to prepare the “Five-Year Financial Plan 2024-2028 Bylaw” based on these proposed guidelines:

  1. To implement a 8.2 per cent increase to property value taxes in 2024;
  2. To implement a 7.0 per cent increase to sewer parcel taxes and user fees in 2024;
  3. To implement a 5.0 per cent increase to solid waste parcel taxes and fees in 2024;
  4. To implement a 3.0 per cent increase to water parcel taxes and user fees in 2024; and
  5. To include the project amounts as described in Appendix A and attached to Administrative Report No. 23-126.

Whistler 2020 Development Corp Cheakamus Crossing Phase 2, Lot 5 Project Plan Report No. 23-129 File No. 0500-20-0006

• That Council endorse the draft Whistler 2020 Development Corp (WDC) Cheakamus Crossing Phase II Lot 5 Project Plan Rev. 1 attached as Appendix A to Administrative Report No. 23-129; and

  That Council direct staff to return to a future meeting with an updated recommendation if the required equity contribution in support of this project changes by +/- 10 per cent or more before project completion; and further

  That Council direct staff to draft housing agreements that limit the use of the Lot 5 buildings to rental tenure only and set maximum rental rates for each unit to ensure long-term affordability.
