Mayor J. Crompton recognized the Resort Municipality of Whistler is grateful to be on the shared, unceded territory of the Líl̓wat People, known in their language as Lil̓wat7úl, and the Squamish People, known in their language as Sḵwx̱wú7mesh. We respect and commit to a deep consideration of their history, culture, stewardship and voice.

    That Council approve the issuance of Development Variance Permit DVP01226, attached as Appendix B to Administrative Report to Council No. 22-118, to permit one of the two required parking spaces for the dwelling unit at 8181 Crazy Canuck Drive to be an uncovered, compact automobile parking space.

    That Council receive the “Transit Future Action Plan - Whistler 2022” attached as Appendix A to this Administrative Report 22-119 and support the vision, transit mode-share targets, and service priorities in the plan; and, 

    That Council direct staff to work with the Transit Management Advisory Committee and BC Transit to implement the recommended actions in the “Transit Future Action Plan - Whistler 2022”; and further,

    That Council authorize the execution of the first year of the Three-Year Whistler Transit System Expansion Plan – 2023/24 to 2025/26 Memorandum of Understanding between BC Transit and the Resort Municipality of Whistler, attached as Appendix B to this Administrative Report 22-119.

    That Council receive the final Whistler Accessibility Action Plan, attached as Appendix A to Administrative Report to Council No. 22-120 (Whistler Accessibility Action Plan); and

    That Council direct staff to update the Whistler Accessibility Action Plan within three years as per the future requirements of the Accessible British Columbia Act; and 

    That Council direct staff to prepare an annual progress report on the implementation status of the actions identified in section three of the Whistler Accessibility Action Plan; and further

    That Council endorse the following commitment statement within the Whistler Accessibility Action Plan:

    The Resort Municipality of Whistler is committed to working inclusively and collaboratively to provide equitable treatment to people with disabilities regarding the use and benefit of municipal services, programs, employment, goods and facilities in a manner that respects their dignity and that is equitable in relation to the broader public. The resort community also strives to continue to provide residents and visitors from around the world, regardless of age, ability or identity, with a seamless resort experience based not only on accessibility, but also on inclusivity. The Resort Municipality of Whistler will continue to work with the community and endeavor to allocate appropriate resources toward the identification, elimination and prevention of accessibility barriers.

    That Council decide not to hold a Public Hearing for “Land Use Contract Discharge and Zoning Amendment Bylaw (4918 Horstman Lane) No. 2366, 2022”; and

    That Council direct staff to provide notice that a Public Hearing will not be held for “Land Use Contract Discharge and Zoning Amendment Bylaw (4918 Horstman Lane) No. 2366, 2022”; and 

    That Council consider giving first, second and third readings to “Land Use Contract Discharge and Zoning Amendment Bylaw (4918 Horstman Lane) No. 2366, 2022” at a future Regular Meeting of Council; and further

    That Council direct staff to advise the applicant that before consideration of adoption of “Land Use Contract Discharge and Zoning Amendment Bylaw (4918 Horstman Lane) No. 2366, 2022”, the following matters are to be completed to the satisfaction of the General Manager of Resort Experience:

    1. Registration of Section 219 covenants in favour of the Resort Municipality of Whistler to:
      1. Ensure any future proposed development is consistent with the objectives, performance goals and requirements of the municipality’s Green Building Policy G-23, as may be replaced from time to time;
      2. Modify the existing covenant registered on title as GC125596 to reflect this Land Use Contract discharge and reference the current Zoning and Parking Bylaw No. 303, 2015 as amended or replaced from time to time;
    2. Receipt of owner authorization letters consenting to the Land Use Contract discharge; and
    3. Payment of outstanding fees.

    That Council authorize the corporate signatories to sign the WWTP Roof Project contract on behalf of the Resort Municipality of Whistler.
