The Resort Municipality of Whistler is grateful to be on the shared, unceded territory of the Líl̓wat People, known in their language as Lil̓wat7úl, and the Squamish People, known in their language as Sḵwx̱wú7mesh. We respect and commit to a deep consideration of their history, culture, stewardship and voice.

  • That Council adopt the Regular Council Meeting agenda of May 16, 2023.

  • That Council adopt the Regular Council Meeting minutes of May 2, 2023.

  • That Council approve the issuance of Development Permit DP001892 to authorize roof replacement on seven multi-family residential buildings at 2640 Whistler Road with terms and conditions as follows:

    1. The roof replacement shall be constructed in accordance with Drawings A-1.00 prepared by B.A. Hamersley P.Eng., dated 2023-03-17 and Drawings A-2.00, A-2.01, A-2.02, A-2.03, A-2.04 dated 2023-03-20, all attached as Appendix A to this Administrative Report No. 23-057; and
    2. All roof shingles shall be certified Northgate ClimateFlex in the colour “Max Def Moire Black” as per the CertainTeed technical data sheet and colour palette attached as Appendix B to this Administrative Report No. 23-057; and further
    3. Adhere to the recommendations of the Snow Shed Report prepared by BASIS Engineering Ltd., dated March 17, 2023 attached as Appendix C to this Administrative Report No. 23-057.

  • That Council approve the issuance of Development Permit DP001929 to authorize exterior renovations on the Ironwood Building at 3217 Blueberry Drive with terms and conditions as follows:

    1. The exterior renovations shall be in accordance with Development Plans labelled A0.1, A0.2, A1.1, A1.2, A2.1, A2.2, A5.1, A6.1, A6.2, A6.3, A6.4, A6.5, A6.6, A6.7, and 7.8 dated November 23, 2022 and Development Plans labelled 1.1, 2.5, 2.6, 3.19, 3.20, 3.22, 4.1.1, 4.1.2, 4.1.3, 4.3.1, 5.1, 5.2, 5.4, and 5.5 dated March 17, 2023, all prepared by Zavosh Consulting Inc. and attached as Appendix B to this Administrative Report No. 23-058; and
    2. All siding shall be Hardiplank Fibre-Cement Lap Siding as manufactured by James Hardie Building Products or an equivalent pre-approved by the Director of Planning; and further
    3. As shown on the color palette attached as Appendix B to this Administrative Report No. 23-058:
      1. Siding, flashing and soffit shall be “Aged Pewter” James Hardie Building Products colour;
      2. Windows, door frames and guard rails shall be “Black”; and
      3. Columns and trim shall be “Iron Grey” James Hardie Building Products colour.

  • That Council endorse the Resort Municipality of Whistler Housing Action Plan attached as Appendix A to this Administrative Report No. 23-059; and 

    That Council direct staff to provide an annual housing action plan update, beginning in 2024.

  • That Council award the contract for Phase 2 of the Rainbow Park Rejuvenation project in the amount of $ 2,738,910 (exclusive of GST) to Wilco Civil Inc. in accordance with their revised tender proposal dated May 5, 2023, and as recommended by Connect Landscape Architecture attached as Appendix A to this Administrative Report No. 23-060.

  • That Council consider giving first, second, and third readings to “Building and Plumbing Regulation Amendment Bylaw (Zero Carbon Step Code) No. 2387, 2023”.

  • That Council give "Building and Plumbing Regulation Amendment Bylaw (Zero Carbon Step Code) No. 2387, 2023" first, second and third readings.

  • That pursuant to Section 2.2 of the 2010 Games Operating Trust Society (Society)'s Bylaws, Carlee Price is nominated to be a member of the Society on behalf of the Resort Municipality of Whistler until her membership ceases in accordance with the Society's Bylaws; and further

    That Council authorize the Corporate Officer to sign this nomination on behalf of the Resort Municipality of Whistler.

  • That Council direct staff to research and investigate the use of the term “fossil gas” in place of “natural gas” and return to Council with a recommendation on the use of that term for municipal purposes.

    OR

    That Council acknowledge the importance of reducing thermal gas consumption in Whistler, but direct staff to focus on the current carbon mitigation priorities of the Resort Municipality of Whistler, and consider any potential natural gas nomenclature changes through future Big Moves implementation planning processes.

  • That Council terminate the Regular Council Meeting of May 16, 2023.
