Richard Durrans, 5200 Jordan Lane

Re: 5298 Alta Lake Road

Mr. Durrans thanked the developer and Senior Planner R. Licko for the increased green buffer zone, and thanked him for his professionalism and responsiveness.

Mr. Durrans asked Council if it is necessary to have such a large increase in density given the site sensitivity and current zoning density.

Mayor J. Crompton responded that these are things that will be considered over the course of the planning process.

Cheryl Green, 5205 Jordan Lane

Re: 5298 Alta Lake Road

Ms. Green noted that there was a traffic study done in October and asked if the public have access to this study.

General Manager of Resort Experience J. Jansen responded that study is currently under review and those comments will be passed on to the applicant, and noted that when this is complete it will be made available to the public.

Ms. Green asked if Council has considered the safety concerns with regards to traffic and parking and whether they have considered a separate access for this new development.

Mayor J. Crompton responded that this is something that will be part of the consideration during the planning process.

Taylor, 5205 Jordan Lane

Re: 5298 Alta Lake Road

Ms. Taylor asked if Council will release the environmental report that was done so the community can assess the impacts of the development.

Mayor J. Crompton responded that this will be considered during the planning process.

Sandra Durrans, 5200 Jordan Lane

Re: 5298 Alta Lake Road

Ms. Durrans asked what protectors are in place to protect the green areas and would Council consider asking the developer for a bond to help protect it.

Mayor J. Crompton responded that Local Governments are able to ask for securities and this can be considered as part of the process.

Guy Lever, Jordan Lane

Re: 5298 Alta Lake Road

Mr. Lever asked if Council could consider a different access to this lot.

Mayor J. Crompton responded that the planners have been studying the site to discover the best use of the land and to limit the impact of multiple accesses to the site. He noted that it is possible, but this will be considered during the planning process.

GD Maxwell, 8344 Ski Jump Rise

Re: 5298 Alta Lake Road

Mr. Maxwell asked why names and addresses had been redacted in the Council package in relation to this file.

Municipal Clerk A. Banman responded that addresses in the Council package are usually redacted under the Freedom of Information and Protection of Privacy Act (FOIPPA), but some additional names had been redacted by mistake.

Chief Administrative Officer M. Furey confirmed that the addresses are redacted under FOIPPA, and added that there have been some concerns in other communities that there might be negative repercussions, if names and addresses are made public, so the current approach is under consideration.

Mr. Maxwell noted that when he lived in a WHA property at Nita Lake, he rarely used his car due to the ease of access to Creekside. He noted that since the Mayor's Task Force was established in 2014, there has not been a project put forward that was as good as this one, and asked if this project doesn’t go forward then what will.

Mayor J. Crompton thanked Mr. Maxwell and noted that this will be taken into consideration.

Condolences

Mayor J. Crompton shared condolences on behalf of Council and the RMOW with the family and friends of Henny Dallago.

2010 Games 10-Year Anniversary Celebrations

Mayor J. Crompton noted that the celebrations of ten-year anniversary of the 2010 Games are underway. He noted that the RMOW has 33 events planned for the two-month celebration period of the 2010 Winter Games. He invited the community to join the events.

Audain Art Museum

Mayor J. Crompton noted that he attended the opening of the Audain Art Museum’s new exhibit: The Extended Moment: Fifty Years of Collecting Photographs. He added that the exhibit follows the international arc of photography from the 19th century to present times, and noted that it is an important collection organized by the Canadian Photography Institute of the National Gallery of Canada. He noted that the project is funded in part by the RMOW through the Province of British Columbia’s Municipal and Regional District Tax. He encouraged community members to visit the exhibition before it ends on May 25, 2020.

Georgian Diaspora Celebration of Nodar Kumartashitvili

Mayor J. Crompton noted that he attended the Georgian Diaspora Celebration of Nodar Kumartashitvili. He noted it was a privilege to be part of a very cultural Georgian event, and noted that the Georgian Ambassador to Canada was also in attendance.

Cypress Point Winter Carnival

Mayor J. Crompton noted that he attended the Cypress Point Winter Carnival at the Point Artist-Run Centre. He noted that the theme was Art-lympics, with Olympic-inspired activies, games and entertainment. He thanked all those who contributed and attended the event.

Family Day

Mayor J. Crompton noted that February 17, 2020 was Family Day, and he noted that the RMOW offered discounts for Meadow Park Sports Centre, skating at Whistler Olympic Plaza, Lost Lake Nordic Trails, and also held a special Games-themed Family Après.

Community Life Survey

Mayor J. Crompton advised that the online version of the Community Life Survey is now open at whistler.ca/survey. He added that the results of this annual survey help Council and RMOW staff better understand community priorities to inform plans, municipal services and other community initiatives.

Poet’s Pause

Mayor J. Crompton noted that the Poet’s Pause competition is open for submissions until March 9, 2020. He encouraged anyone who enjoys writing submit original, unpublished poems. He noted that the winning poems will be displayed at the Poet’s Pause sculpture sites in Alta Lake Park: at the large metal chimes and the giant Adirondack chairs at the north and south ends of the park, and the winning poems will be read at the Council meeting in April as part of National Poetry Month, and the winning poets will receive $200 each. Whistler Podcast

Mayor J. Crompton noted that episode eight of The Whistler Podcast is now available. He noted that this episode has a 2010 Games theme, and he chatted with four-time Olympian Mercedes Nicoll. The episode is online at whistler.ca/whistlerpodcast.

MP Patrick Weiler Meeting

Mayor J. Crompton noted that he met the MP Patrick Weiler last week. He added that he talked about his advocacy for Whistler’s community in Ottawa, and Mayor J. Crompton added that he looks forward to working with him on how the federal government can support and grow a sustainable tourism industry for Canada.

MLA Jordan Sturdy Meeting

Mayor J. Crompton also met with MLA Jordan Sturdy, and talked about a lot of regional issues including the work that is happening around housing in our region.

Sea to Sky Gondola

Mayor J. Crompton noted that the Sea to Sky Gondola reopened on Friday. He congratulated Kirby Brown and his team.

GLOBE Conference

Mayor J. Crompton noted that he and Councillor A. De Jong attended the GLOBE Conference in Vancouver. Globe is a business summit that has been in Vancouver for the last 20 years. He noted that he was struck by the value of the work that has been done by the Whistler community over the last 15 years through Whistler 2020. He added that the primary topic of conversation focused on the UN Sustainable Development Goals.

National Housing Innovation Series

Mayor J. Crompton noted that he attended the Globe and Mail’s National Housing Innovation Series: Innovations in Design and Construction, with Councillors C. Jewett and A. De Jong. He noted that he left with a real sense of gratitude for the work that has been done in Whistler around housing. He noted that the most significant takeaway was a discussion of accessibility.

Final Meeting for General Manager of Resort Experience Jan Jansen

Mayor J. Crompton noted that tonight’s meeting is the last for General Manager of Resort Experience Jan Jansen. He noted that Jan Jansen announced his retirement in January and his departure at the end of February will mark an incredible 30-year career with the Resort Municipality of Whistler.

Mayor J. Crompton gave an overview of the highlights of Jan Jansen’s career with the RMOW. On behalf of Council, Mayor J. Crompton thanked him and wished him the best.

Councillors added their comments regarding their working relationships with Jan Jansen.

Chief Administrative Officer M. Furey thanked Mr. Jansen for his service and provided some highlights of his career.

Councillor C. Jewett noted that the exhibition at MYAC, Art in the Heart closed on February 23, 2020. She noted that Barbed Choir will be performing Wavin’ Flag on February 23, and there is a celebration of Whistler Volunteers on February 28 as part of the ten-year Games anniversary. Councillor C. Jewett noted that the next event at MYAC will be the Anonymous Art Show, which is Whistler Arts biggest fundraiser on April 3, 2020.

Councillor J. Ford thanked all those who attended the Transportation Open House before the Council meeting, and noted there is an online survey at Whistler.ca/movingwhistler to get feedback from those not able to attend.

Councillor A. De Jong provided some of his highlights from the GLOBE conference that he attended.

Councillor R. Forsyth noted that he has received many compliments from visitors on the lights in the village.

Mayor J. Crompton declared a brief recess of the Meeting at 6:03 p.m.

    That Council authorize staff to prepare a zoning amendment bylaw for RZ1157 to create a new site specific zone for the lands at 5298 Alta Lake Road that would provide for a mix of employee restricted and market housing on the lands as described in Report 20-019; and

    That Council direct staff to advise the applicant that, as a part of this application, the following terms and conditions must be satisfied to the satisfaction of the General Manager of Resort Experience:

    1. Registration of a development covenant in favour of the Resort Municipality of Whistler (“RMOW”) to secure development on the lands consistent with the terms described in this report and development permit plans to be finalized prior to adoption;
    2. Registration of a housing agreement in favour of the RMOW to regulate purchase rates and to define qualified employees;
    3. Registration of a green building covenant consistent with Council Policy G-23: Green Building Policy;
    4. Submission of a waste and recycling plan consistent with “Solid Waste Bylaw No. 2139, 2017;
    5. Receipt of confirmation that a snow shed report consistent with Council Policy G-16: Snow Shed Policy has been prepared by a certified engineer for the benefit of the project design team; and
    6. Modification of existing covenant BT215121 currently registered on title to reflect the revised development scheme;
    7. Further refinement of terms and conditions at time of first and second readings of the proposed zoning amendment bylaw; and further

    That Council authorize the Mayor and Municipal Clerk to execute the necessary legal documents associated with this application.
