John Sinclair, 1500 Spring Creek Drive

Re: Washroom Project

Mr. Sinclair asked where the RMOW is with the process for the new public washroom project.

Mayor J. Crompton responded that this is in the 2020 budget.

General Manager of Resort Experience J. Jansen noted that the project has been tendered and proposals were received. The building work is scheduled to commence in the spring and will be completed by the end of 2020.

Re: Issues with the Highway

Mr. Sinclair asked if Council can confirm that the contractor for Highway 99 is Miller Capilano Highway Services. He also asked where people should direct their complaints and comments.

Mayor J. Crompton confirmed that the contractor is Miller Capilano Highway Services, and noted that the highway comes under the jurisdiction of the Province. He added that the RMOW has an advocacy role, but people should speak to their MLA and to the Province.

General Manager of Infrastructure Services J. Hallisey added that there is also a phone line for Miller Capilano Highway Services that people can contact.

Re: Budget

Mr. Sinclair asked when the 2020 will be passed, and if there is a financial downturn, will there be enough in the budget to cover any shortfall.

Mayor J. Crompton noted that the – budget for 2020 was passed with the Five-Year Financial Plan, which was adopted at the January 7, 2020 Council meeting.

General Manager of Corporate and Community Services T. Battiston further responded that the Tax Rate Bylaws will be reviewed at the April 21 Council meeting.

Mr. Sinclair asked if there was any shortfall from the 2019 budget.

Mayor J. Crompton responded that there was not.

Olympic and Paralympic Winter Games Anniversary

Mayor J. Crompton noted that the 10-year anniversary celebrations for the 2010 Olympic and Paralympic Winter Games begin February 12, 2020. He noted that the two months of celebrations include dozens of events at the Whistler Public Library, Whistler Olympic Plaza and throughout Whistler Village.

Whistler Pride

Mayor J. Crompton thanked the organizers for the 28th Whistler Pride celebration for an excellent event.

Whistler Podcast

Mayor J. Crompton noted that episode seven of The Whistler Podcast is now online. He noted that he chatted with former Mayor Ken Melamed about Whistler’s bid to be the Host Mountain Resort for the 2010 twenty ten Games, the experience of the Games, and Games legacies. The podcast can be found online at whistler.ca/whistlerpodcast. He added that he will be doing several podcasts over the coming two months to mark the 10-year anniversary of the Games.

Community Life Survey

Mayor J. Crompton noted that the Community Life Survey random phone survey is continuing until 300 full-time residents and 200 second homeowners have completed it. He added that the results of this annual survey help Council and RMOW staff better understand community priorities to inform plans, municipal services and other community initiatives. The survey results are also part of tracking progress on the Corporate Plan and providing input into the Community Monitoring Program.

Whistler’s Evacuation Guide

Mayor J. Crompton noted that the community received a copy of Whistler’s Evacuation Guide in their mailboxes recently. The Guides detail evacuation zones, muster points where people without vehicles can gather, and an emergency preparation checklist. He encouraged everyone to sign up for Whistler Alert: the local emergency notification system that the RMOW would use to communicate with residents and visitors during any emergency. He noted that 1,741 have signed up so far. Go to whistler.ca/whistleralert for more information and to sign up.

Community Enrichment Program

Mayor J. Crompton noted that the Community Enrichment Program (CEP) is accepting applications for funding until February 15, 2020. He added that this program is one of the ways the RMOW financially supports not-for-profit organizations and societies that benefit the resort municipality. Find out more at whistler.ca/CEP.

Parking Rates

Mayor J. Crompton advised that parking rates have increased this month for Main Street, Blackcomb Way, Municipal Hall and the surface lot at the Conference Centre. The rates are now $2.00 per hour. He added that this is the first rate increase since pay parking was introduced in those areas more than a decade ago. He noted that drivers can pay using the Pay by Phone app.

Climate Crisis Vital Café

Mayor J. Crompton noted that 45 people attended the Climate Crisis Vital Café at Whistler Public Library last month. He added that the Vital Cafés are a series of themed community conversations about issues affecting Whistler, and are put on by the Community Foundation of whistler.

Councillor C. Jewett

Councillor C. Jewett noted that Art in a Heart exhibition is on at the Maury Young Arts Centre from February 3 to 23. She added that the new exhibition at the Audain Museum, The Extended Moment, begins on February 8, 2020. Councillor C. Jewett also noted that the Andrew Collins Trio will be playing at the Maury Young Arts Centre on February 5.

    That Council endorse the proposed approach, work plan, project team and timeline for creating a comprehensive Accessibility Policy for the Resort Municipality of Whistler that considers concepts and standards reflected in Universal Design, the BC Building Code, the Rick Hansen Foundation Accessibility Certification Program and the Accessible Canada Act.

    That Council authorize the Mayor and Municipal Clerk to execute the covenant modifications; and further

    That the following matter be completed to the satisfaction of the General Manager of Resort Experience prior to registration of the covenant modification:

    1. Provision of a survey plan outlining the new tree preservation and building envelope areas.

    That Council direct staff to advise the applicant that before consideration of adoption of “Zoning Amendment Bylaw (Whistler Mountain Ski Club) No. 2256, 2020”, the following matters must be resolved to the satisfaction of the General Manager of Resort Experience:

    1. Registration of a development covenant in favour of the Resort Municipality of Whistler (“RMOW”) to secure development of the proposed new building and site improvements consistent with development permit plans to be finalized prior to adoption;
    2. Registration of a housing agreement in favour of the RMOW to regulate rental rates and to define qualified employees;
    3. Registration of a green building covenant consistent with the RMOW’s Green Building Policy G-23;
    4. Submission of a waste and recycling plan consistent with “Solid Waste Bylaw No. 2139, 2017;
    5. Receipt of confirmation that a snow shed report consistent with the RMOW’s Snow Shed Policy G-16 has been prepared by a certified engineer for the benefit of the project design team; and
    6. Modification of existing covenants BP224518, BP224554, BP224556, BP224561 currently registered on title to reflect the revised development scheme; and further

    That Council authorize the Mayor and Municipal Clerk to execute the necessary legal documents associated with this application.
